Background

Philadelphia has an extraordinary opportunity to create a world class riverfront along the Delaware. In 2006-2007, four thousand Philadelphians worked with PennPraxis to create a Civic Vision for the Central Delaware. The vision plan outlined a roadmap for the future that defined the central Delaware riverfront as a vibrant, open, green, and connected riverfront. In addition, many of the riverfront neighborhoods have completed neighborhood plans that seek to create new connections to the riverfront. The master plan is the next step for each of these individual planning processes. The master plan will incorporate the tenets and principles of each of these planning initiatives in order to create a detailed physical development plan for the riverfront. The master plan will also identify policy changes and investment strategies for economic development, community development, and open space along the waterfront. Upon completion in early 2011, the master plan will provide the DRWC and the city with the tools necessary to once again make Philadelphia’s original waterfront a treasured public amenity.

    The goal of this action plan developed by PennPraxis is to define concrete, feasible actions needed to redevelop the river over the next ten years in agreement with the civic vision.

    The Northern Liberties Neighborhood Association, with the help of Interface Studio, created this plan to empower the neighborhood as a proactive participant in the area's future, adding structure to the development review process and giving a voice to the understood, but at times unspoken, qualities that define life in Northern Liberties.

  • A Food Plan for the Delaware River Waterfront The Food Trust created a food plan for the Delaware River waterfront in collaboration with a number of local public and private sector partners. This plan suggests specific model and locations for development along the river.

  • Northern Liberties Neighbors Association This non-profit organization promotes the preservation and beautification of our public spaces and assists in planning and monitoring the development of the Northern Liberties.
  • Philadelphia 2035 – Philadelphia’s Comprehensive Plan Update Philadelphia’s Comprehensive Plan – the document that guides and controls future growth – has not been fully updated since the 1960s. The project will inform the new comprehensive plan, to be written over the next several years.
  • Philadelphia Bike/Pedestrian Plan The Philadelphia Bike and Pedestrian plan will identify and prioritize strategies to increase the number and frequency of people walking and bicycling in the City by improving focusing on connectivity, safety, convenience, and attractiveness.
  • Philadelphia Zoning Code Rewrite In the primary election of May 2007, the citizens of Philadelphia voted overwhelmingly in favor of creating a Zoning Code Commission to reform and modernize Philadelphia’s zoning code. This is a draft of the new plan as a PDF document.
  • Preserve Philadelphia: A Preservation Plan for Philadelphia The city of Philadelphia boasts an extraordinary number of historic sites. The city’s Planning Commission and the Preservation Alliance are currently collaborating on the first survey of and plan for these resources.
  • Sustainable 19125 Sustainable 19125 is an initiative developed by the Partnership for a Green Community to make the 19125 zip code the greenest neighborhood in Philadelphia.
  • The Navy Yard A project of the PIDC, the redevelopment of Philadelphia’s Navy Yard is remaking South Philadelphia’s waterfront. It will support more than 20,000 employees and over $2 billion in private investment at full build-out.

Other Great Waterfronts

  • Brooklyn Bridge Park The Brooklyn Bridge Park site is 85 acres and occupies about one mile of Brooklyn’s waterfront. We love this waterfront park because it has helped to make direct connections between Brooklyn’s neighborhoods and its once industrial waterfront.
  • Hudson River Park Hudson River Park features a variety of public piers linked together by a waterfront esplanade on Manhattan’s west side. The esplanade, which accommodates a well-used bicycle and pedestrian path, has inspired our consideration of Delaware Avenue.
  • Waterfront Toronto The City of Toronto has recently undertaken a project to revitalize 1,977 acres of its waterfront. We love that the city’s vision for this space puts people first and prioritizes parks, public spaces, thinking “green”, and economic opportunities.

Plan for the Central Delaware: Transforming Philadelphia's Waterfront

The Delaware River Waterfront Corporation is developing a master plan for the Central Delaware River waterfront in Philadelphia. This plan covers seven miles of waterfront between Interstate 95 and the Delaware River and between Allegheny Avenue at the north and Oregon Avenue to the south. The plan will be completed in January of 2011 and will make recommendationson land use, transportation, zoning, and development.
